EMA/911 is governed by two boards, The Muscatine County Joint Communication Commission and EMA Commission. Muscatine County Joint Communications (MUSCOM) was created in 2004 and combined the Muscatine County and City of Muscatine 911 Centers into a single PSAP for Muscatine County. MUSCOM answers all 911/non-emergency calls for the entire county

Our average answer time was 2.9 seconds!
We answered 99.36% of all 911 calls within 10 seconds!
Behind all this work is 1 Director, 1 Training/QA Supervisor, 12 full-time dispatchers, and 1 part-time dispatcher. Ideally, 3 staff is scheduled at all times, with a 2 staff minimum, with additional staffing for special events.
